RGGI, or the Regional Greenhouse Gas Initiative, was initiated by Gov. Pataki in 2005, along with the Governors of ten other northeastern states. Nine of the states, New Jersey, Delaware, Maryland and six others passed legislation entering them into the program. New York did not. Instead, Gov. Paterson signed an Executive Order that entered the state into this cap and trade program. There was no opportunity for representatives of the people to vote on this new tax.
